In sikhism, reincarnation is what happens to people when they die until they become a piece of God, kind of like a puzzle piece being added to a puzzle according to my understanding. Please correct me if I have misunderstood.
I am confused on how God knows who to reincarnate and who not to. In my former religious sect, it was said that God had a book with the names of every good person written in it and that’s how he knows all about you-he takes notes (sounds slightly bizarre when written, but it is more complicated than that). In islam, it’s weights and scales. This is an analogy I think. How do Sikhs believe that God creates justice?

The undersigned will like to bring to your kind notice that as per teachings of Guru Granth Sahib, Akalpurakh sitting inside us, as what we call soul, gives strength to our body and it functions. As soon as He withdraws the strength, physical death takes place. The five elements of which the body is made of merge with the earth and the soul merges with Akalpurakh. What happens after that no body knows.
Further, reincarnation, after death, is not a Sikhi concept but is of Hinduism. In Sikhism, the mind gets into the cycle of reincarnation, when it gets stuck into the material world.
Sikhism subscribes to the theory of spiritual emancipation/salvation in this life itself. The spiritual emancipation/salvation in Sikhism means getting rid of vices by changing life, becoming a righteous/virtuous person, not getting stuck in the material world, becoming one with Akalpurakh and Shabad Guru, who are spiritually embodiment of each other, achieving the stage of spiritual equipoise and spiritual bliss, as per the teachings of Guru Granth Sahib.

What about those who might not be able to understand how to get rid of vices? For example, a baby who dies at birth? Do they merge with God automatically or get another life or something like that?
As understood by the undersigned, on physical death, the five elements of which the body is made of, merge with the earth and the soul merges with Akalpurakh (God). Thus, nothing is left. What happens thereafter, no one knows.
As Kulwinder Singhji said SIKHI does not believe in reincarnation. One become godly, divine, merges with SATGURU here and now in this life.
