In response to your question, the undersigned requests you to read page 84 of the book ‘Sau Sawal (ਸੋ ਸਵਾਲ)’ in Punjabi by Principal Satbir Singh by downloading it from Sikh Book Club. It is indicated therein that the Sikh salutation of ‘Waheguru ji ka Khalsa, Waheguru ji ki Fateh’ was started by 10th Guru Person Guru Gobind Singh Sahib. Hope it helps.
