saint can be one who practically follows Guru’s teaching in his life and makes others to understand and follow the same

In simple words, it is the Creator, or the Guru. It is not for a human,
In Gur times there were no Human saints, just Bhai or Baba.
The SAINT phenomena in Sikhi started in early twentieth century.
No one knows who had or now has the authority to bestow such a title on the other human being. One himself must have higher title than a SAINT to bestow a title of SAINT on the other. But there is no such human that I know of.
