Right from Guru Nanak Sahib, Shabad was Guru.
ਸਬਦੁ ਗੁਰੂ ਸੁਰਤਿ ਧੁਨਿ ਚੇਲਾ ॥ – 943
All the Guru Sahibs have played the role of adminstrator and never claimed themselves as Guru, but for the service purpose only. Only Guru Sahibs had the right for any additions in Gurbani.
This process was completed by that period. Hence, the right for any amendments was to be stopped completely so as to guard any adulteration.
Hence, Gurgaddi was transferred to Guru Granth Sahib for ever.
