Who is a better Sikh: who is an Amritdhari, keeps 5 symbols and reads all Paath regularly, but does not live honestly OR who is not Amritdhari, not wearing the 5 symbols, but lives a truthful life as a Sikh is supposed to live?

Sikhi is a way if life not a part time practice.
As per Gurbani verse,
A summary of the message is:
A Sikh gets up in the morning and contemplates on the virtues of the Creator (who is within the Creation and within each entity including the himself).
Take the initiative in the early morning, take a bath, and immerse in the sea of Amrit (Gurbani)
Internalize the message of the Guru thus all his negativity is erased.
Then after the day break Sings/reads Gurbani and keeps the Creator in mind as he goes about his daily chores.
Then at another place, Gurbani states:
The spirit of the message is:
Every one chants the name of the Creator, but chanting does not make it. Only internalizing the message of the Gurbani bear the fruit.
Therefore just dressing up and reciting Bani does not make it, only internalizing and living it makes a person Sikh.
Hope this helps you with the answer to your question.
