A definition of a Sikh is included on page 305 of Sri Guru Granth Sahib. It starts with the line:
ਗੁਰ ਸਤਿਗੁਰ ਕਾ ਜੋ ਸਿਖੁ ਅਖਾਏ ਸੁ ਭਲਕੇ ਉਠਿ ਹਰਿ ਨਾਮੁ ਧਿਆਵੈ ॥
gur satigur kā jō sikh akhāē s bhalakē uth har nām dhiāvai.
In brief: A character defines a Sikh. A person trying his best to live their life according Sikhi principles of truthful living, love and respect for everyone, and service to the community, and to always remember the Creator’s blessings defines a Sikh.
Part of living a truthful life and to remember the Creator’s blessing, is to respect this human body, the gift of the Creator as gifted by the Creator. Hair are part of the gifted body and are to be kept as bestowed.
Very few people can follow all the rules. Therefore, some keep the body hair and others are unable to for various reasons. It is just human.
