I’ve seen the panj payaara and sangat who do sewa in the nagar kirtan walking barefoot in the cold and rain in London.
What is the reason behind this? Is it something religious?

There is nothing religious about it, it is just the respect and love.

Safety and security are more important. Barefooted is required for cleanliness in the Gurdwara Sahib, but not on roads.
Hence, this is just a ritual only. One can wear shoes for safety on roads.
