There is no such reference in SGGS Bani.
This is practice initiated by the local authorities and only they know the reasons.
Remember, after Guru Hargobind Sahib left Amritsar, the control of Darbar Sahib Amritsar came in the hands of anti-Guru forces. They wanted their own following and to attract followers they started many traditions including the daily Chauki.
Singh Sabha movement of late 1800s stopped many of them but some of them still persist.
