      I am unable to find a reference to DASVANDH in Guru Granth Sahib Bani.
      DASVAND is not unique to Sikhi. It is also practiced in other faiths and sometimes even more strictly. e.g., Aga Khani community.
      It a charitable contribution to help the needy in the community. Of course, the PANTH as a united effort, can do it at much larger scale. Even individuals or small groups of individuals can use the DASVANDH to help the needy around them just as well. A good example is distributions of Oxygen Cylinders to the needy during the Covid Pandemic.
      I am unaware of any restriction on where the DASVAND can and cannot be used. Only consideration must be to help the needy and not the one’s who already have more than the donor.

      ਘਾਲਿ ਖਾਇ ਕਿਛੁ ਹਥਹੁ ਦੇਇ ॥
      ਨਾਨਕ ਰਾਹੁ ਪਛਾਣਹਿ ਸੇਇ ॥੧॥- 1245
      In this Shabad it is clearly advised to earn by our own efforts and to share a part of that for the welfare of mankind. Though Daswand (10%) have been used in historical contents. But this Shabad does not specify any number and neither any specific organization.
      It is our duty to see that our contribution is used for a good cause.
      Best is to give directly to the needy one. There is no use of giving blindly to the thankless people.
      Not only financial help, help can be of other types like Gurmat education, General education, proper guidance, Naam, Hukam, Respect for nature, etc
      ਜਨੁ ਨਾਨਕੁ ਧੂੜਿ ਮੰਗੈ ਤਿਸੁ ਗੁਰਸਿਖ ਕੀ ਜੋ ਆਪਿ ਜਪੈ ਅਵਰਹ ਨਾਮੁ ਜਪਾਵੈ ॥੨॥ – 306
