As per Guru Granth Sahib Amrit is BANI, the message enshrined in Guru Granth Sahib.
What is community known as Amrit is more appropriately KHANDAY DI PAHUL.
Now Answer to your question. Yes, when one does some contrary to the prescribed code of conduct one loses the confidence of the community. To regain back the confidence of the Khalsa community one is asked to apologies in presence of Sri Guru Granth Sahib, to the Five Sikhs who have taken the KHANDAY. They have the authority to prescribe an action to be taken and get one back into the Khalsa Fraternity.
I am unsure how you define AMRIT is broken? It is not the KAHNDAY DI PAHUL, that get broken it one’s oath/word that gets broken.
According to GURBANI any human being can be AMRITDHARI by following and living the teachings of GURBANI. You are KHALSA by taking KHANDE DEE PAHULAND YOU MUST MAINTAIN REHAT. When you break REHAT you can not be called KHALSA.
