I always see sangat giving
dhal,atta,milk etc at the Gurdwara.
In some Gurdwara’s too much food gets out of date.
What are the best items to give at the Gurdwara ?

The best thing you can do is to ask the prabhandak/organizers about what is needed in the gurdwara.
Gurmat does not teach us to act blindly. We must identify the purpose, aim, target and mode of operation before taking any step.
ਪਹਿਲਾ ਵਸਤੁ ਸਿਞਾਣਿ ਕੈ ਤਾਂ ਕੀਚੈ ਵਾਪਾਰੁ ॥ – 1410
All these problems arise because people start donating without analysing the requirements.
Langar is not the only mode of contribution.
People can contribute in the form of education, technology, jobs, health, etc. depending upon their capabilities and expertise.
