Harddep Singh Ji it means Creator God has given Godly Virtues to all as it rains for all. Only that part of earth which has been made ready for agriculture gets the benefit. Rain on barren land makes no difference. In the same way only those who make effort (Made their Dharti Mann cultivable) to get rain of Godly Virtues manifest them in their Dharti Mann. Those who have not because of ego keep their Dharti Mann barren and Godly Virtues rain make no difference on them.
