Yes, being born in a Sikh home, they are Sikhs but according to the Sikh Rehat Maryada (which every Sikh should follow), hair is a very important part of our religion because. This symbolizes the fact that Sikhs live a natural life. But the choice is their own. I would love to suggest, that they do the Paath with the meanings and read our golden history of Bhai Taru Singh Ji. Then they themselves will decide that are they a Sikh who cut their hair or the ones who are solely committed to being a Sikh.
